Can i complete a pacifist route if I flee all normal encounters?
I've fleed all the normal encounters (that will allow me) but i'm trying to do a pacifist route. Is this possible, to get this ending if I flee normal encounters?

Yes. All that matters is if you kill them. You can run away, you can even attack them, but so long as you don't kill them (and get any EXP) you can get the pacifist ending.
You'll still need to complete the side objectives like the Papyrus date if you want the True Pacifist ending though.

If i don't complete the papyrus date, which i don't know how i wouldn't, is it still the same as ture pacifist with Asriel Dreemurr

No. In order to achieve True Pacifist, you must complete all dates with the characters required. If you don't, when the fight is initiating, Flowey will stop you and say that maybe you should spend some time with your friends first. I wouldn't reccomend making a habit out of fleeing everything though, because there are just some encounters you can't flee. Plus, the flavor text is funnier when you ACT to SPARE them.

If you don't complete the Papyrus date (or any of the other dates) you'll only get the neutral ending even if you havent killed anyone (it will at least be one of the happier neutral endings).
Though if you've missed any of them, you can head back and complete them at any time (Unless you didn't give Undyne the water in Hotland. If you miss that, you'll have to reset even if you've been a pacifist).

What will happen is after you beat the neutral final boss, you'll be in a loop starting at your last save point until you backtrack to do the "dates".

Yes, provided no one dies it is a pacifist run.

Fleeing the enemies still makes you stay in a Pacifist run as long as you don't kill anyone.
