I assume he'd use a swarm of Gaster Blasters moving in a circle the exact same way Sans makes his Gaster Blasters move in a circle at the end of his attack before his "special attack".

If you abort the genocide run during the Papyrus fight and date him, he will say
"HOW LUCKY OF YOU! HAD I ONLY USED MY SPECIAL ATTACK, YOU SURELY WOULD HAVE BEEN BLASTED TO... HEY. WAIT. WHERE'S MY SPECIAL ATTACK?"

I know he might've been exaggerating about a regular attack by using the word "blasted", but it's an interesting little tidbit.
