Can I Get to Encounter Gaster WITHOUT Screwing With Game Files?
I've spent about an hour trying to see if I can encounter Gaster in the Waterfall, and I'm trying but it's not working. Can anyone help me?

Yes, but you have an extremely low chance. I would suggest the files.

It's pure luck now.

I'm not sure how to access files on a Mac desktop. That's my main issue.

When you start a new game, it randomly picks a number between 1 and 100. This is called your "fun" value, and it dictates whether or not a few "fun" things will happen durring your playthough (like whether or not you get the wrong number song). Your fun value NEEDS to exactly 66 in order to see the Mystery Man. If you didn't see it the first time, your fun value is not 66, and you will not ever see him durring that playthough. Sorry. This is why most people hack the fun value. You'd need to grind resets in order to get it naturally.

Start game and go to the save point in Waterfall where the cheese is in a crystal. Save and quit the game.

Go to desktop, click on desktop so "Finder" appears in top-left
Click "Go" tab next to Finder
Hold down "option" key, and click "Library" which will appear in the drop down.
Select "Application Support", then "com.tobyfox.undertale"
-------------------------------------------------------------------------

In "undertale.ini" change the value next to "fun" to 66.
File - save, keep this open.

In "file0" go down to the 36th line, including the name at the top, and change the number to 66. (it should be the same number fun was in the .ini file before you changed it.
File - save, keep this open.

Open game and go to the next room on the right.
If you've done everything correct you'll be in a hallway that was not there previously.
There's only a 10% chance of the grey door to mystery_man appearing.

If the door is not there, file - save both .ini and file0, then close the game without saving. Reopen the game to try again. Keep doing this step over and over until the grey door appears.

When the door appears, just walk through it.

Your game randomly selects a number between 1-100 as your Fun value. Your number needs to be exactly 66 in order to see him. If your Fun value is any other number, you will not see him at all during that playthrough.

yes, but its a 1 out of 100 chance every time you restart the game, and you wont know if it worked till you get to water fall.
