If you're talking about Mat Pat's Ness is Sans theory, Toby already said it's not true and that Undertale has nothing to do with the Halloween Hack.

if there is no true theories about nature of characters (and misterious characters) (if toby refuse to give it offecially) so any theory of fan may be true (even if Toby refuse it) - or fan free to think whatawaer they whant about interpreting mysterious things in the game.
But dose Toby say that they will never make any undetale 2 or any explanations?
Or dose he say that some theories are true or at least clouse to it? if not why dose he refuse some theories offecially?

Sans isn't Ness, that would be illegal use of an IP.
No fan theories are canon, that's why they're called theories.
He hasn't confirmed any theories either, at least as far as I know.

We don't know if Toby will make a sequel or not, that's up to him.

Sorry for all GT fans out there, but the Sans-Ness-Theory is complete and utter rubbish.
It opens a can of unfortunate implications for both Sans and Ness if they were on and the same.
