Anything counts. Kill everything.

Yes, it counts, through it´s a rare situation (Muffet for example). Toriel won´t count.

Any kill counts towards genocide. Whether you kill them in a typical fashion or pretend to be friendly only to later betray them, it makes no difference, it still counts towards Genocide.
Same goes for Pacifist - whether you play safe from the beginning or attack them to lower their HP so they run away, it makes no difference. As long as you don't kill anyone, you don't have a problem.
