GF recovery items work in battle don't they? Basically anything with "G-" like G-Hi-Potion.
When you use it, it summons a Moogle that performs "Moogle Dance" which restores approximately 1,500 to all junctioned GFs. Of course, this figure will vary dependent of the stats of the caster.
This is the ONLY way to restore the health of your Guardian Forces during battle.
As that's the only legitimate way to obtain one, that I know of.
I started a new game, whent to the inventory and it was there.
I think since this game comes with the Chocobo World, they give it to you cuz I have it too and I have started 2 new games.
I'm sorry - I've only played the PSX version, and the only way you could get that item in that game was to play Chocobo World, which in my country was impossible, because the Pocketstation wasn't released in Australia.
I guess if it's just there, you still have to play Chocobo World to find Mog in there?
I think it's for all new games, and the booster option does not refer the mog's amulet.
"To use Mini Mog, the cost is your players average level x 100 Gil"
Though, I doubt that's the issue here.
I'm pretty sure you still need to find MiniMog in Chocobo World for it to become available, as he is one of Boko's friends. But that's just speaking logically, I have no information to back this up, as I've never tried giving myself Mog's Amulet via save editing and trying it out (and I don't have this release yet)

GF recovery items are off combat items.
you cannot heal or revive GF's in mid combat,
healing can only be done with MiniMog ability while in combat.
Mogs Amulet --> Tool-RF --> Shaman Stone --> GF Abl Med-RF --> Rosetta Stone.
*Edit* HOLY CRAP, I really should look at dates before I post.
That said, I didn't know about that refining path to get a Rosetta Stone.
And here I was, thinking I knew everything about this game by now.
