You'll get another chance to get it on disc 3, but you can also get it from the CC-Group on disc 4 if you complete their sidequest.

I couldn't really find any in a timeline format, so I'll try whipping something up really quick. Unless stated otherwise, these cards are only available from their original locations until the end of disc 3 (though most of them get still be gotten on disc 4 if you complete the CC-Group sidequest).

Available from the start:

MiniMog (junior classmen jogging around hallway)
Quistis (any of the three Trepies in the classroom or cafetaria)
Zell (Zell's mom in Balamb)

After defeating Ifrit:

Ifrit

After defeating Diablos (must get Magical Lamp from Cid after saving Ellone in the Training Center but BEFORE taking train to Timber)

Diablos

After receiving first mission, but BEFORE taking train to Timber:

Seifer (Cid, also available on disc 3)

After arriving in Timber, but BEFORE leaving Forest Owls Base:

Angelo (Watts, also available on disc 3)

After leaving Timber:

After defeating Raijin and Fujin in Balamb:

Alexander (Piet, can also be found at the Crash Site after the Lunar Cry)
Laguna (Ellone, must be gotten BEFORE leaving Lunar Base)

After getting the Ragnarok:

PuPu (give 5 Elixers to PuPu, might still be available on disc 4. DO NOT MISS OR MOD THIS CARD)
Doomtrain (Timber Pub Owner, after losing Alexander to Queen of Cards)
Phoenix (Presidential Aide in Estar, after losing Doomtrain card to Queen of Cards)
Bahamut (defeat Bahamut in Deep Sea Research Center, still available on disc 4)
Eden (defeat Ultima Weapon in Deep Sea Research Center, still available on disc 4)

After meeting the President of Estar:

A couple things to note:

For the cards that require you to lose certain ones to the Queen of Cards, you'll need to have her actually go to (or be in) Dollet, so she can give the cards to her father. For this reason, it's best if you have her go between Balamb and Dollet each time you lose a card to her. Afterwards, you can win back the cards you lost from her son.

If you defeat all members of the CC-Group before disc 4, you will be able to win back any rare cards (except for PuPu) from the left Diamond girl on the Ragnarok on disc 4, even ones you've completely missed or modded. The other members will play rare cards as well, but they won't play them as often. Also, the other members will never play the cards from the Queen of Cards sidequest. You'll need to get those either from the left Diamond girl specifically or the Queen of Cards herself, who can found at the Crash Site on disc 4. King is a good source for cards of every level, but they will use the Lunar rules.

The PuPu card is the only card that cannot be gotten back after modding it. No one will ever play it, not even the left Diamond girl.
