Also, I'm not sure if I said this earlier, but in my latest save, I made the mistake of abolishing Same in Galbadia. That only added to my troubles then I got to G-Garden to abolish the Trebian rules, which became impossible after Open had been spread. So: I strongly suggest you don't abolish Same in Galbadia when tripping between Timber and Dollet, it should save you a lot of trouble, since you probably will be using only GF or character cards at that point anyways so Same won't even be a bother.

Safe locations (aka where to save and whom to challenge):
Balamb (Balamb region):
- Go to the hotel and save there
- Use the person standing in front of the hotel to abolish rules
Deling City (Galbadia region):
- Save at Galbadia Hotel
- Use the person downstairs to abolish rules
Shumi Village (Trabia region):
- Save at the hotel
- Use the person in front of the hotel to abolish rules
Edea's house (Centra region):
- Save on the world map in front of Edea's house
- Use Edea/Cid to abolish rules
Dollet (Dollet region):
- Save at the second floor of pub (need Move Find ability)
- Use the person in the same room or the pub owner to abolish rules
FH (FH region):
- Save at the spot closest to Mayor Dobe in FH
- Use Mayor Dobe to abolish rules
Lunar Gate (Lunar region):
- Save in front of Lunar Gate on the world map
- Use the NPC inside the Lunar Gate to abolish rules.
(The seemingly random NPCs don't consume numbers)
Esthar (Esthar region):
- Save at the world map in front of the Seaside Station on the Esthar
continent (which is close to the bridge connecting FH and Esthar)
- Use the Old Man NPC inside the station to abolish rules
Abolishing rules if QoC is not present in the region in question:
Abolish Open:
Conditions: Unable to spread Sudden Death
- Hardreset
- Load save close to Dollet's magazine stack
- use magazine stack once
- Softreset, load save where you want to abolish the rule
- Challenge, select no for a total of 6 times
- Challenge, select yes, Quit without playing
Open should be abolished.
Abolish Same:
Conditions: Unable to spread Open and Sudden Death
- Hardreset
- Load save close to Dollet's magazine stack
- use magazine stack 17 times (Will get two Phoenix Downs total, the second
after the 17. time)
- exit the room and enter again.
- use magazine stack 3 times
- Softreset, load save where you want to abolish the rule
- Challenge, select no for a total of 3 times
- Challenge, select yes, Quit without playing
Same should be abolished
Abolish Plus:
Conditions: Unable to spread Same and Same Wall

As for Dollet, like I said, I've found 3 NPCs who abolish their rules and since the Open should always be spread first and Galbadia still has Same, I use those rules right from the get-go to eliminate Dollet's rule-set.
The easiest way to abolish unwanted rules in Shumi, I'd say you'd do best to park B-Garden outside the village and then go about abolishing. This, however, requires any other rule than Open to be spread to Balamb and I'd suggest Same or Elemental, since Plus and Random (which you should've encountered already) both are a major pain that can drain your card VERY fast.
In Centra, there isn't many NPCs that play, so Cid and Edea are the only ones to play anyway, so you'll have to keep running between B-Garden and Edea's house to elminite the rules you want. Also requires any other rule than Open in Balamb's rule-set.
Esthar and Lunar rules might be a bit of a problem to eliminate, since you should be carrying something with either Same or Elemental, but you can't demolish all the rules in Esthar. If you do, you'll never eliminate one of the rules in the whole world. Personally, I like to use the Old Man (stated in that listing) for Esthar, but for Lunar, there should a person stading OUTSIDE the Lunar Gate structure who I use. Note that the remaining rule in Esthar HAS TO BE DIFFERENT THAN THE ONE IN THE OTHER RULE-SET YOU'RE USING (by this point you should have Ragnarok, at least, so keep flying between any place that uses Galbadian rules and Esthar/LG).
Lastly, Balamb. Open should be the sole rules always, but if you spread something else there (like Same or Elemental), that shouldn't cause too much problems and I usually leave it alone altogether.
IDK what to do, this all makes no sense, I followed every procedure for some reason I got the Guard to abolish the random rule in timber, so what does that mean, & am I doing this right?
I can confirm this worked for me playing the PSX version on PSP bought off the PSN store. Thanks so much, was stuck trying to get the rule abolished for 2 hours!
Of note: I was super convinced that there was no RNG in the PC Version. It was hard coded each time you saved. That save would never have any RNG.
Specifically in Dollet. I had Timber's rules, saved right outside the town, ran in, the girl spread Same and wouldn't abolish Elemental. I spent at least 6 hours on trying. Every single time I would Yes -> Quit 3 times and she would spread same. EVERY TIME. 3 times, FOR 6 HOURS. I quickly wanted to stab myself. So I gave up. My Dollet would have Open, Same and Elemental. Whatever, I can deal with Elemental.
In Galbadia Garden there's a fellow in the locker room that's from Trabia that I tried to abolish rules with. By default Trabia comes with Plus, Random and Open. (Plus is freaking horrible). Managed to get rid of Random but couldn't use Same to abolish Plus. Tried and Tried and Tried. Probably another 6 hours. Same thing as Dollet. 3 times, "Same has spread to this region"
My mistake: Hard resetting the game everytime. While not in a menu hold Ctrl + R to soft reset and it'll dump you back to the title screen. Instead of closing the game completely.
I did the soft reset in Dollet. FIRST TIME at the girl right in the beginning - "Elemental has been abolished from this region". Sigh. Off to go try in Galbadia Garden.
EDIT: After only 5 tries with the Trabia student in Galbadia Garden, he kicked the plus rule.
As for the resetting and RNG, I believe someone already took a stab at that a while back and concluded that exact same thing as Jguy, but I can't remember where I read a post about it. Thanks, for the insight on behalf of everyone struggling with the rule-abolishing in Dollet and G-Garden, Jguy. :D
Yes there is a RNG, every time you hard reset the game the RNG resets. So every time you do the exact same thing while hard resetting the game does the exact same thing.
Kinda useful for certain mob encounters, triface underneath garden where you fight oilboiles, first or second fight (kinda forgot which one) will always be a tri face after a hard reset, useful to get 100 curse spikes early. And tears point, in the last screen, second fight wil always be 2 imps and 1 behemoth. Useful if you allready killed ultima weapon and need a few extra behemoths. Do know that for this one, the second fight MUST take place in the second screen walking towards the statue, first fight can take place in any of the screens, second only at that spot for the behemoth.
The only crap rule is the one where you trade with the opposing side. The rest, are only bad IF YOU LOSE!
So..... stop being bad and losing. Random, can be rigged super easily, and is more beneficial than All.
Wanna know how to rig it? Simple, only have A+ cards, then the selection you get, will only be your top end cards from the last 4 pages. If you still cant win with UNIQUE cards they dont have, again, you suck at this minigame.
If you are going for an achv, guess what, its easier to do the games first, then recard the lower ones. Its only the last 4 pages that have 1 each, the rest are all obtainable at anytime during the game.

It's not about skill, it's about making life easier. The game has enough challenge in terms of bosses, so why make an optional activity unnecessarily hard?
I dont disagree with your opinion on this matter, in fact I understand your point on it completely, I just happen to disagree for some of my own reasons. Yes, I realize this is a weird sentance, to clarify, I dont disagree with the opinion itself, right or wrong, everyone is entitled to their own opinion, what I disagree with, is the outcome of that opinion.
The biggest of which being, Triple Traids biggest flaw. Card Mod and Elemental Refine.
You get both card mod and elemental refine super early. They are actually in the initial unlock list for the GFs at the start, so you only need 10AP I think it was, to unlock it.
This then is further done with refining Fire -> Fira -> Firaga. Junction magic, max your stats. This is applicable to almost all magic. There are a FEW you are unable to get, simply because there is no Refine for them. (Ultima, im looking at YOU)
So, make it too easy, the game itself becomes too easy, make it too hard, and people complain. The main thing to look at here though, is Triple Triad effects the gameplay itself, so it SHOULD be hard, because of this.
To make it worse, when you combine this with Chocobos World, Final Fantasy 8 PC, has never been hard.
@ Confused People - Most magic, you dont draw, its just a waste to sit and farm something upto 99 in this. Much easier for example, to card bombs, and turn them into Fira's, then further refine those into Firaga.
Now, even with all the rules, it's still not the hardest thing to achieve in the entire game, but still it's nice to have the more annoying rules like Random and Plus removed when trying to get the rare cards (like Selphie's card from the friend using horrible Trebia-ruleset).
Apart from those particular rules, TT isn't even challenging, but I wouldn't go as far as to say it effects the game all that much, since a lot of the better junction options are still locked away behind the main storyline progression.
Sure, certain spells junctioned correctly (or even when used in battle) make the game easy, but then again you can always dig a trainer from somewhere and use that to give yourself everything.
I'm fairly certain that Junction and Card Refinement have their own threads (if not on Steam, then on some other platform), so I think it's not exactly on-point to spout out guidance on those strategies on a thread that's dedicated to TT Rule abolishing.
But even so, I'm glad that you decided to bring that up. :)
