[Q] Galbadia continent, lv5 monster card players where?

So right now I'm right before the Deling Assassination mission (Galbadia continent), right before the General explains the plan (in "Disc 1"). Is there any particular player on this side of the ocean I can challenge to consistently fight (and obtain) lv5 monster cards? If it's in Deling City itself, all the better; if not, I'll manage. My current lineup is Zell, Seifer, Sacred, Minotaur and Siren.

According to AbsoluteSteve's guide on Gamefaqs, you should try the man in black across the street where the junk/weapon shop is located in Deling City. He can play level 1 to 7 cards, but he seems to be the only player with decent cards in Deling City. There might be one in Galbadia Garden (you can farm Boss Cards there), but the location is missing from the guide.

IIn one of the classrooms there's three people in a triangle. The chick in the back has a full set of Lvl 6 cards.
