Report a translation problem
Way 2. Refine a Dark Matter from 100 Curse Spikes, then refine that Dark Matter into a Shaman Stone and then refine the Shaman Stone into a Rosetta Stone. (Going from the Tool-RF), though if I recall correctly - Siren has to be Level 100 before Dark Matter and the like can be refined in order to get them this particular way.
Monsters that drop Curse Spikes:
Creeps (Deiling City Sewers)
Forbidden (Centra Ruins)
Grand Mantis (Deiling City Sewers, Centra forests)
Imp (Esthar overall)
Malboro (Esthar overall)
Tri-Face (Balamb Garden MD-Level, Galbadia Garden)
Though they can nearly all be found at the Island Closest to Hell or in the Deep Sea Research Centre and Ultimecia's Castle later on in the game.
The Imps will appear more in Esthar after the Lunar Cry and can also be found over at Tears Point.
Way 3. Repeatedly check Cheryl's Store in Esthar (before, during and after the Lunatic Pandora, Lunar Cry events - doesn't particularly matter as I've gotten it randomly after checking the store repeatedly).
Way 4. Press all controller buttons (bar the Soft Reset - you don't need to worry about that in the PC version) on the organ in Ultimecia's Castle - this will open up the gated hallway enabling you to close the sluiceway enabling access to another area in the Castle where you'll find the last free Rosetta Stone as a reward for that particular puzzle.

Yeah the prison is sooner. But that's very unreliable.
When Sister first posted her card game FF8 FAQ on Gamefaqs I played 1000+ games the first time before I got a Rosetta Stone. Yes really.. 1000+ :/
That being said, I've had 2 in the first 30 games also in previous play throughs.
That also being said again, yes there's the RNG manipulation way of getting one every time.
I can only assume it works. Because the aboloshing Dollet card rules RNG method works 100% for me. So I would assume the prison one does too. Albeit it's a bit more long winded.
