ERROR: FISHERMAN'S HORIZON

Hi! I've a problem when I leave Mayor Dobe's home after talking with him. I can't enter to the house and when I try to go back to the Garden, Zell says that I should talk to someone... Who?! I've talked to Dodonner again and again and again and again... But it doesn't work! Please, help me. I'd like to know if this is a game error or I must do another thing to solve it.

Have you visited the deeper part of the town, where you fight the almost demolished war droid you met on missile base?

If not, then head to the part of map where you can see the Mayors house on the background, just before the stairs, then follow the railways to right and keep going forward until you come across a scene where few galbadia soldiers talk with the mayor.

If you have gone past this scene, you should talk to Rinoa at the scene where you fought this droid, also the mayor is there depressed, sitting bit left on the screen, talk to him too, if you have gone past this point, you should be forced to meet Irvine between the garden and the elevator which takes you to ground level of the FH, who then proceeds to continue the story forward with his mumbo jumbo about cheering up selphie and so on.

i have the same issue, icevail's resolution isn't relevant.
the only thing to do is..
still walking like leaving the scene.. the bug ends with squall saying something about seeds not welcome in F.H.
At this moment the bug is passed and continue with screams about galbadia's soldiers presence

What was the last thing you did storyline-wise?

You just have to leave the scene towards the bridge you came. Zell will tell you something bout the mayor, Squall responds. After this small conversation you are good to go back to the mayor's house.
