You have to open gates. The bars that look like they're blocking a walkway? They can sometimes be gates. Push the a button (or x key on keyboard) everywhere and you should start finding your way around. If you get too lost, keep going till you knock a ladder over to make a bridge. The ladder on the other side will be where you started, but the gate on the walkway there where the ladder was before you knocked it over is the way you need to go
