It's worth remembering that it is actually the Galbadian military (under Edea and Seifer's command) that attack Balamb Garden, not Galbadia Garden itself. They were just using Galbadia Garden as a base. All of the former students and staff at the Garden had been kicked out (including Martine), sometime after the failed assassination attempt. The few Galbadia Garden students who remained actually help Squall's party out by giving him the keycards; they hate Edea as much as you do.
