I can safely ignore the Queen of Cards quest right?

Just tryin' to 100% achievements. Doesn't look like it's tied to any achievements. Don't really wanna be bothered with Chocobo Forest, which also doesn't look like it's needed.

You can get all her cards from the CC Group on disc 4 right?

It's true that you don't need to finish or do her quest if you still want the cards later.
The chocobo forest card is also only obtainable through finishing the chocobo sanctuary.

If you want used cards to reappear through the C.C. club on the Ragnarok later you first must have owned them (and use them through refinement).

Whatever you do, finish the C.C. club card quest!
There is a whole achievement for it. The other card achievement is to own every single card.

On Disc 4, the Queen will use the cards her father can create in her hand (it doesn't matter if you finished the quest or not, or even if her father ever created the card in question). However, note that if you already won a given card (either from her quest on Discs 1-3 or from the Queen herself on Disc 4), she will not use that Card again (i.e. she can't play a given card more than once), so if you failed to do the CC Group Quest, you're not getting more than one of each no matter how hard you try. She is the only one on Disc 4 who will do so, except for Left Diamond if you completed the CC Group Quest. (If you did the CC Group Quest, Left Diamond is far superior to the Queen herself as a source of these cards.)
