There are 3 ways of getting the item (Power Generator).

1: Rare Mug from high-tier Blitz (level 30+)
I like running around Edea's house in the forest to look for a blitz. You can check what level the Blitz is by drawing from it. If it has Thundaga, then it's High-tier. Remember you have to MUG, not kill for drop. There is a 5.9% of getting the item on successful mug. (The other item you can get by mugging is Betrayal Sword x8 with 94.1% chance)

2: Collect in Lunatic Pandora
You can get the item when Lunatic Pandora is hovering over Esthar city and you have a 20 minute timer to get inside of it (With Edea on your team in Esthar. Squall, Rinoa, and one other team member are launched into space). BUT you have to set up for it in Laguna dream 2. When in Excavation Site with Laguna, when you encounter 3 latches / doors on the floor, you need to open all 3 of them. Then later (on Disc 3) you can collect a Power Generator from the left-most latch/door inside the Lunatic Pandora

3: Acquire through Chocobo World as a random rare item drop.
