Card Queen Moved?

Hey everyone so I've played a lot of final fantasy 8 and I've had a recurring issue... the card queen moves from her first location in front of the train station without me playing her at all. I generally have been waiting until my garden is mobile to go and see her and play her for the first time but at that point I can no longer find her. I'm not sure if that means I can't use her to affect rules or what's going on. Has anyone else had this issue and if so where is she?

Queen of Cards Location

Balamb Town At the train station.
Dollet At the pub in the middle of town on the second floor.
Galbadia Deling City at the hotel where Laguna first met Raine.
Fisherman’s Horizon Next to the save point at the train tracks.
Trabia In Shumi Village at the hotel.
Centra The hotel in Winhill.
Esthar In the presidential palace right when you step off the elevator.
At the Lunar Gate.

Trust me I have read that list 1000+ times she's just gone from my game

Maybe try to verrify the game files, i have never heard of these kinds of bugs except on the steam version.
