Demon's Souls, Dark Souls, Bloodborne... none of the NPCs move their lips when talking and you almost never see people complaining, and these are current gen games.
Now comparing this to movies are very unrealistic. This is a PS1 game you know. Compare it to other PS1 games and pretty much all of them had characters talking with no lip movement.. Resident Evil 1, 2, 3.. MGS.. Silent Hill etc etc... Really nothing new. Everyone is used to it. There are so many games with voice acting but no facial expression in pretty much all generations.
That said, I'm sure you will be able to turn it off. But they sure as hell SHOULD add voice acting.
Also, while it's a sound assumption, maybe they will have a mouth movement when talking. They completely redone the character models, maybe they accounted for that this time.

I get what you're saying but Dark Souls is a different situation than this game. FF8 has a lot of close-ups on people's faces and the reason it works in Dark Souls is because the camera is so far away from the face that it is hard to see the lips anyways. But if they were to add voices in the remaster I hope they would animate the lips it wouldn't be to bad if they didn't but it is a quality of life addition more than game changing for me. I would prefer it to remain text based if I had the choice though.

IN that scenes when they are talking the camera moves back and forth to each character and if you look close enough you can see the character head move as if they are talking. During the radio calls the characters lips do move.
We will not get that in this game. There not remaking it their remastering. Which means they are not changing anything about the scenes themselves.

Thats an 8 hour long video of this game. Look it over a bit and you may catch on to what i mean and may change your mind a little.
Yes because of its day, old games with voice acting had limitations. But they attempt to make it realistic when they do add voice acting.
This game is not designed for voice acting in mind.
It will be for the vast majority of the game like a voice that is more like a narrator then a character speaking.
Sorry but voice acting is just not something they should be adding to a game that was not designed for it.
If they were going to go through that trouble, they'd rewrite the script, maybe even return the story elements that were cut (rumored but I believe it) back in, at that point they might as well remake the game.
I don't want scenarios changed or numerous edits encroaching on the original game for a remaster. Heavy changes are for remakes.
Usually with lines like that they usually just add like an audible grunt or sigh depending on the context, or they may leave it unvoiced.
