According to my Playstation strategy guide, you can get this in the library since the start of the game...

But it's not so on PC. You have to go into the library with Zell in your party and talk to the library girl with the pigtail, who stands in front of the bookshelf, and then Zell says he wants this book, and then she says she'll look for it, and then you come back to library a while later and she will be gone and you can get Occult Fan 1, on the shelf where she was blocking you from looking.

So that means you can't get it until the timber mission...

Apparently on the playstation version the girl is there but the way you get her to move is you just keep exiting and re-entering the library. In effect every time you enter the library there is a chance she won't be standing there. But I tried this on PC it didnt work. She was always there

I got mine at the very beginning of the game. She will move eventually. Just continue the story a little bit and check back. As long as you don't continue the story too far you'll be able to get it early in the game still.

No, I got it on the PC version. Go there before you meet Quistis at the gate (to face Ifrit) and check the shelves. If you find the right spot, Squall will just take it.
