Techincally no you can't..
But you can't miss him anyway as he is part of the story so it's not a concern.
However you never have to have him in your party at all for anything so yes, you can beat the game without ever actually using him.
Ha yeah, missable is a better word.
Cait Sith, or as I always name him, Cat S**t, is sub-par character already because of his/her/its Limit Break. Yes, I am aware that you can use a certain method to get Cat-face on slots 100% of the time, but that's considered exploiting. With other options like Yuffie with Limit break that hits 15 x ⅝ damage guaranteed, Cid whose Highwind hits 18 x ⅝ damage guaranteed or barret whose Limit Break hits 18 x ½ damage guaranteed, Cat S**t just isn't favorable member to choose from. Also its stat progression is lower than most other characters, on par with Aerith in general. Also, even if you like taking risks, you're better off with Vincent whose limit break most of the time ends up blasting the competition to the next zip code.
Completely opposite to the Cat S**t, Quina is the best character by far in FFIX
