Can game be played offline?
If my internet connection goes down while I'm in the middle of the game, will it kick me out of the game, or at least allow me to reestablish connection and save without exiting? My internet has been going out randomly lately and I was going to wait until the middle of the week when they come fix it to try and play, good idea?

Yes, you can play the game offline. After the initial required internet connection to start and login to the game it can be played offline. Just make sure that if you do this disable the cloud saves feature or you won't be able to access your saves.
It can be played offline. Even if it can't connect to the server when you have the cloud saving enabled, it'll just try again the next time you try to save. Granted, you may have to wait a moment when saving while it searches for the server. Or, if you don't want to wait, you can just disable the cloud saving and not worry about it.

Ok, cool and after I get everything fixed I can load my games, turn on cloud saves and start using them right from that spot? Or do I have to restart the game to access cloud?

That answered the question I just asked. Thank you for the help guys.
Word of caution, though, that if you play with cloud saving off and then turn it back on later, be sure to archive the save file in a different folder. The game has a tendency to overwrite whatever the local save is with what's on the cloud when you boot up.

So make a backup of my local save before I go back online? Are the saves in user folder or a Steam folder?
It saves into a folder in My Documents. (My Documents/Square Enix/ Final Fantasy VII Stream/user_(numbers, likely whatever your user ID is on their cloud network).

Way to get around it is to boot up the game with cloud saving restored, continue without loading the memory slot yet, let it search the cloud, then quickly move the desired save file into the game's save file and load the save. Once you've got it loaded, then you can save normally to have the cloud recognize it.

if you can even get past the first intial connection. most of us cant. but no. ive heard once you do you dont have to connect again.

"Most of us" ? Really? Most people have been playing the game happily for a few days. Don't exaggerate the problems by making outlandish claims. I'm really sorry you can't access the game, truly I am. But hyperbole isn't befitting of problem reporting.

Ok nice and with cloud saves I can have multiple save files but not offline correct?

You can have multiple either way, but then you'd have to repeat the process I detailed for each save file you played offline that you want to keep. If you can get it to work with cloud saving, then I'd suggest doing it that way. Otherwise, do without cloud saving for multiple files. (Like, only import to the cloud through the process however many saves you plan on using on other computers, but otherwise just have it disabled. You could essentially get the same effect of cloud saving by just moving the save file to a usb drive and taking it with you to the other computer you want to play on. Other than the convenience of not having to use a usb drive or other means of transferring your file, the use of cloud saving is to use their "character booster" on their site.

So...long story short, playing with or without cloud saving is up to you and allows for multiple save files either way, but you'd have to do that tedious process I stated for each individual file you wish to keep offline progress from when you re-enable cloud saving.

Just a matter of weighing the pros and cons for yourself. If you don't mind doing that process repeatedly, then feel free to make as many save files as you want while flipping back and forth. *shrug*

You'll also have to do a similar process if you want to use any sort of "save editor" while using cloud saving. Just a heads-up. (Having beaten the game numerous times previously, I am quite comfortable with using one, which is why I brought it up.)

I couldn't play it offline for some reason. The launcher said it couldn't connect to the server and so I couldn't start the game. And that was after registering and all that.

Now what is this character booster you're talking about, does it make it faster to level up? And I'm assuming once I use it, the effects can't be reversed on a save file? I guess then I could have a save file offline used for pure play and a cloud file for me to mess around on.

Hopefully it was just a bug for you, the main concern I had for purchasing this game is it to turn out like Diablo 3 did, forcing me to be online even if I was playing single player, not co op.

I'm not sure, as I haven't used it, myself.

From what I've gathered, it sets the HP of characters to 9999, MP to 999, and gives you a large amount of gil. I think it can be reversed, which is why it's part of the cloud save feature. It effects the version on their network, then after you save again you can undo it or something. Not sure, exactly about the reversal, though.

Doesn't boost EXP or AP, and it doesn't effect any stats besides HP/MP. ...so the characters will stay as weak as they were...they'll just take a lot more hits before going down.
