Watch your Steam status and run FF7_en. Let me know if that causes the launcher to pop up. (What is the file size for ff7_en?)

In the Launcher, set the game to windowed mode and a low resolution. Kind of spaced that little test to see if it's an issue with it starting it's render.
If you aren't willing to take the advice, the advice that has fixed this problem for other people, then stop wasting our time. Wanting it your way doesn't magically make it so. McAfee is likely conflicting with the game, quarantining an executable (or preventing it from running), and forcing an ERROR CODE 2.
False positives are a problem with the Antivirus, not a problem with the game.
Anything is vulnerable... there is NO such thing as a hacker/virus proof system. period

Delete ff7_launcher.exe and verify the cache once more. I'm starting to run out of ideas, but.. hopefully we'll figure it out. Looking at the launcher, I don't see it poking into .Net Framework, but I do see it sitting on vcredist pretty heavily.
Move to MSE. MSE has realtime scanning and hasn't had a false positive with Steam.

Disable Realtime scanning, verify Final Fantasy VII, try again.
Anyway, just used a repair install on my .NET and still same problem
