Also, they probably thought, with the added detail, the lack of mouths would've looked weird. Turns out they were right, but the blowup doll faces on most models look even worse. Should've gone for a neutral mouth rather than a gaping one.
There was a port of the PS1 version on pc
The models have those mouths on psx as well, but they are disabled, hidden or what ever. I have ripped them with a tool, and they have the same mesh as on PC. The thing is that they wanted to use mimic on the face to show emotions (and because of that they choose the chibi design) but never had the time to implement it. So they simply disabled it.
