How to force 60fps with 120Hz projector

This game really wants me to run 120fps. It should be as simple as setting the refresh rate to 60Hz and turning on Vsync.

But the game seems to ignore this and tries to run 120fps anyway. I can hear the projector’s color wheel spinning up to 120Hz mode when launching the game. If I check the in-game settings, it has set itself back to 120Hz refresh rate.

For my elderly PC, it’s unrealistic to expect it to push 120fps, it won’t even get close. But it should easily make 60fps despite its old age.

So how can I force the game to use 60Hz refresh rate?
