Lost City Trebuchet unreachable

I'm having troubles reaching the trebuchet in the Lost City. I'm supposed to be using arrow to climb to the top. The areas that I should be clibing glow when pressing Q, however there's no way of stiking the arrow in. The walls also look like icy rather than having the wood texture of the stuff that can be shot with clibing arrows. Anyone else having this issue?

It's not a puzzle! Make sure you've gotten everything you want/need from the city as you'll need to "trigger" the next portion of the game, i.e., get to the gate you must enter, that'll trigger a cut-scene. Once cut-scene is over, you're going to travel back to that wall, which will be "uncovered" for you to arrow-climb.
You haven't triggered that part of the scenario yet.

uh no the cutscene you're talking about unlocks armor penetrating arrows.
