Check if you Antivirus software is blocking access to ntdll.dll.
I use Bitdefender and i needed to allow Rise of the Tomb Raider to access this file.

Had the same problem. Took me 2 days to figure out that it's not a problem with ntdll.dll.
What i eventually did was to install microsoft process monitor (procmon.exe) to capture all what is going on when starting rottr.exe. Turned out that a file under Appdata/Roaming/Microsoft/Crypto/RSA got a ACCESS DENIED. After changing the security settings ROTTR run's smoothly.

So install procmon, capture and filter on Process name = ROTTR.EXE , Operation= CreateFile and Result= ACCESS DENIED to see if the creation of a file is the cause of not starting ROTTR.
