How to change refresh rate via game

I wanted to cap the framerate to 30fps, but from refresh rate option in display i have only "60". I know how to do it via nvidia control panel ( explaned here https://steamcommunity.com/app/391220/discussions/0/451852225145786264/ ), but if i do so it changes also all the other fullscreen programs to 30fps and i don't want that.

- Download nvidia inspector [www.guru3d.com]
- run it and click the wrench.
- use top left dropdown menu to select "Rise Of The Tomb Raider"
- Scroll down to Frame Rate Limiter option and set it to 30 (or whatever you wish).
- Apply changes (button top right) and close nvidia inspector.
- Play the game.

I did that and it's now set to PS_FRAMERATE_LIMITER_FPS_30, still it doesn't work

Dont use the PS_ presets. Just enter a number.

EDIT: I mean select a number from the top entries. Off, 30FPS, etc.

You could have just done it when you were in NV Control Panel, it's in 3D Settings > Program Settings (browse for Rise of the Tomb Raider) and then check the half refresh rate. It doesn't have to be done globally.

Why on earth would you want to cap your fps to such a low value ? I get headaches if I have to look at 30fps gameplay...
