The above post did it for me (thanks BTW). Tried diving from the island and the Highridge site in particular dozens of times but Lara wouldn't go into a dive. Tried diving off the cliff opposite the island and it worked! (saved alot of faffing about to get to the island platform too). With this in mind, I tried off the stone surface to the right of the High Ridge marked platform, and this worked first time too. Hope this helps, as I think this challenge is probably bugged. (p.s. I used W,space,RMB)
For PC you must hold both your up movement key (w) and the right arrow key to complete a high dive.

Do exactly this to dive every time:
Walk to edge of red paint.
Face down where you want to dive.
Then in this order, press
Space (jump)
Then W (forward)
THEN Aim (right mouse button).
Do it in that order 1,2,3. DON'T press them all together or two at the same time. Press them in suquence. Jump, forward and aim or on PC space, W, right mouse button.
If you are walking or running (already holding down [w]): press [space] to jump and just as soon as you see her feet leave the ground tap or hold (didn't seem to matter) the [Right Mouse Button]. The timing between [space] and [RMB] should be like the "ba-dum" part of the comic drums sound bit. Ba-dum tss!
You -can- also dive from a standing position, just push both [w] and [space] near simultaniously, and then tap/hold the [RMB] with the same timing as described above. A couple of tries even off of the rocky bank of the river in the geothermal valley, by the bear cave will get you diving like a pro.

I finally did it. I discovered by accident whike practicing a low dive at a non challenge spot. The correct procedure with an xbox controller is to walk to the edge of the platform. Press A and release followed by simultaneously pressing the LS forward to move forward and pressing LT. Hokd thru the jump. The part no one mentions is the RS stick which has to be pushed slightly and gently to get Lara's arms pointing down.
