Other than in game gfx settings, did you try verifying the game's files through Steam? Most likely those files are fine, but it helps eliminated possible problem(s).
When's the last time you updated your gfx drivers? Did you do a clean install? Have you checked (not sure exactly what the program is called) Nvidia's "control panel" settings?
When did this start?
It has been happening since I started the game. It doesn't happen with all textures but just some at certain camera angles. Every texture quality level.
It's not related to texture quality so you can play with that all you want and it won't change anything. Just some general troubleshooting... try running the game with DX12 turned on and off. Completely turn off, or at least down to the lowest possible setting, all of the shadows and lighting settings. You can even go to the extreme and turn every setting down to the minimum and see if that changes anything. You say your video drivers are up to date which is good, but sometimes that can also be a bad thing. There's times where a game runs better on older versions.
If you've messed around at all with the Nvidia control panel, I would suggest you reset it to defaults. People playing around with the settings in their graphics control panel can cause a lot of problems with the games they're trying to run. Sometimes it can be beneficial and other times it can screw up the game. It's over riding what the game is trying to do and if it doesn't like that then it will bug out.
But like I said, more specifics are required in order to properly tell you what the problem might be. In an extreme case, your video chip might be in the process of dying and depending on what sort of texture glitching you're getting, it can give you signs of that.
