Siberian WIlderness missing Document?

I remember seeing that in my game, it was there later along with a few enemy soldiers after doing some of the other stuff

There should be a different symbol on the map or some hint that it's not there yet.

Really don't like to waste time because of such stupid things and have to look it up in the end =/
