Report a translation problem
To reach the 3rd level, you can use the house to the right of the tower. Climb to the roof of the house, run toward the chimney, jump off the roof to the tree branch, swing to the tower ahead (there's a strip of wood to catch onto). Lean up & left, jump to the beam extended from the building, jump up to the "white" rock, move to the left, scrable up...bingo, you're on the roof of the tower.
I had already been to the roof via the adjacent building, but getting to the second floor was the tricky part.
However, Jac was correct. If the direction away from the water is north then on the east side of the building is a guard tower in which I can shoot a rope arrow and grapple over.
Once there I just blew up the barrier with a grenade. The barrier seemed to be just another exit to give access back up to the roof.
All that work for a little bit of salvage, but I just wanted to make sure an archivist map wasn't up there.
