For me DX12 is better (10 to 15 FPS more in game)

As long as you're using Windows 10 version 1803/1809/1903, latest AMD drivers, and you're using either High settings on 570 4 GB or Very High on 570 8 GB, DX12 runs better than DX11 in Rise nowadays.
DX12 is universally better in Rise on all GPUs that support it (apart from GTX 400/500) as long as you're on the newest version of W10, use the latest drivers AND you are not VRAM bottlenecked. The game in DX12 can use even 2.5 GB VRAM with textures set to Medium in 1080p, everything else maxed, FXAA.
