Geothermal Valley was the area everyone was getting FPS drops since the day the game was released....you're not experiencing anything unusual.

if you had a GTX gpu I'd say use DirectX 12 for better FPS.
Before the AMD gpu i owned a gtx 1060 6GB and in the valley there was the same issue...

— Are you sure your RAM is running in Dual Channel with XMP enabled?
Geothermal Valley is a great CPU and RAM benchmark in the game. It is much more CPU + RAM speed heavy than most other places in the game, so it will show you immediately if there is some kind of large bottleneck in your CPU + RAM config.
There are 3 graphs:
Blue: 2400MHz CL10 Dual Channel
81.92 FPS average, drops to ~62 FPS - GPU usage 71% average
Green: 1600MHz CL9 Dual Channel
72.87 FPS average, drops to ~58 FPS - GPU usage 64% average
Red: 1600MHz CL9 Single Channel
58.1 FPS average, drops to ~40 FPS - GPU usage 53% average
All these differences on the same CPU at 4.5 GHz. The only difference was RAM speed and/or RAM configuration.
If you are not CPU + RAM config bottlenecked (your GPU usage is over ~95%), then it is most likely SSAA.
TLDR; Solutions:
1. Use DX12 mode (will decrease CPU bottleneck)
2. Enable XMP, use Dual Channel fast RAM (at least 3200MHz CL14)
3. Turn off SSAA (if you are not CPU+RAM bottlenecked, but GPU bottlenecked).
70+ fps in Geothermal Valley, with some drops into 60s. More than enough for a smooth gameplay.
That's why I don't have to pay more for an Nvidia GPU. greatbang for buck
