Allways try to launch it when you reach max height on Lara's jump(regular basis use, do creative uses of platforming skills at your own risk :D), by how the game teaches you to use it seems it's only upwards aim, reality is not...Lara will aim towards any object in which can grapple, no matter if it's higher or lower or at the same level, the only condition is she needs to be facing the object where you want to grapple in and the range of grapple.
In this case the difference is live/death, normally you will notice that if you launch sooner you'll take less time to traverse the obstacle, so doing it properly is a time saver on platforming.
