The Unlucky Ones bug
I have this weird bug with "The Unlucky Ones" mission where I'm supposed to free the prisoners. When I arrive in the area, there are no enemies or prisoners anywhere so I cannot complete this mission. Has anyone else had this bug?

exit and restart the game again....that should fix it

are you in the right place?
I mean ...I've never read anyone having this problem in that area..

try running the 'verify the game files' to fix any corrupted files.
right click on th egame in your steam library...
go down to properties
click on th elocal files tab at the top
select 'verify the game files
run it twice to make sure

I've had a few anomalies on some of my play thrus...but restarting the game always fixes them.

there are only 2 enemies when you get there on the outside of the building..
and you can sneak by the sleeping ones...and free the 2 prisoners

That's the one with the prisoners close to where you blow up the generator in the hangar early on, right?
I remember going through that area searching for enemies a couple times because they didn't spawn properly. I went into the designated area from both sides (across the river from the valey below or from the side of the blown up hangar) and fast traveling multiple times before the enemies and prisoners properly spawned, but unfortionately I don't remember doing anything specific to trigger it.

Don't know what triggers it either...but I would recommend using the way that is pointed out to use first(zip lining across the river) before using a fast travel...that's the way highlited in survival mode....some games screw up(Arkham Knight) if you do things out of a set sequence.

I tried fast traveling and restarting the game many times. There was no one inside or outside the building. I had even been inside the cell where the prisoners were supposed to be. The quest giver was also gone.

The quest waypoint was stuck. On the map it was just outside the building and survival instinct showed it on the tall rock in the middle of the river. I'm guessing that something didn't trigger correctly at that point and characters and other stuff didn't spawn.

Anyway, I managed to get it working by loading an earlier save, but I lost few hours of progress :/

Glad you got it working..I'd delete that corrupted save then and give yourself another open one.
Only thing I can figure is; if you started the mission(activated it) then went off to do another mission ,then came back to it....that sometimes will screw up the game.

I'm experiencing the same bug in a different mission. I'm in the Acropolis, got to that hall that has computers and a trap door in the middle of the paved floor, fight music plays, and the objective alert tells me to "Defeat the Trinity forces". But.... there's no one there.

I ran the thing to verify the game files but nothing came up. Restart didn't help.

The only way I can make sense of it is that I'm, somehow, not supposed to be there yet?
Not sure what I missed, tho.

I thought this was a bug too, but they are downstairs in the basement. When you first enter the building head down instead of back to where you originally went through.
