I'm trying to do the tutorial for endurance mode, but I can't seem to find fuel for the signal fire anywhere.

Oil can be found in chests. Also you will occasionally see little bubbling black pools where you can get some or in yellow oil cans, usually found in little camps or shelters. Other than that it's trees for wood, the trees you can harvest are found all over.

You need wood and cloth to light the Signal fire. If you stand next to one, it will show you exactly what you need and how much you need. Usually it's 5 cloth & 5 wood (I think).
I'm usually out of cloth & must run around (like the proverbial chicken with it's head cut off) looking for some. I have noticed that if I need something and run around a little, the game gives me what I need.
Warning: Once in Endurance and you light the signal fire, find the nearest high ground (i.e., a tree) and stay put.
