The disturbing fact is that in the same area, it goes from 40 to 90 in 2x and 21 to 97 in 4x..
go to Nvidia control panel...select 'manage 3d'. select 'ROTTR"...go to vsynch...set it to half adaptive half refresh rate...turn off vsynch in game....there you go...stable 30FPS.

I guess it really depends on what your eyes have been used to.
I don't think anything except maybe a Titan Ti would get a 'stable' 60FPS with everything maxed, the new VXAO gives a nice hit to FPS as is....from my experience(1060) the AO and the basic screen resolution are the biggest factors...I've been using FXAA along with Reshades SMAA which does help a bit more than just FXAA alone.
