I can't skin the bear

I killed the bear in the siberian wilderness a second time (he respawned), used a lot of ammo, and he just slid into the body of the old bear and i cannot get his skin. Is this a glitch or...

from my experience the bears have a pretty sensitive 'spot' to skin them. first time i killed one i thought the same but then moved around and mashed interact button

Yes, all the animals have a "trigger" spot.
Try to walk through him as your game is probably seeing the other bear & not the current one.
Yep, happened to me. Through the whole game that sucker glowed.

But when i use 'eagle vision' (survival vision?) he doesn't light up gold like the other dead, still lootable foes and animals

I believe you have run into what I call a loading glitch and that whole sequence sounds haywire. This happens to me quite frequently and as I understand it there was a "miscommunication" between the game and your PC. No it's not your PC's fault, it's the games fault. The game fails to translate the code properly.
It is not necessary to skin the bear in order to move forward. The bear will respawn as he's respawned for me quite a number of times.

No, that's not what I'm saying.
Move on with the story as the bear's skin is not necessary for the game to continue. The bear will in time respawn and you can "kill & skin" him then.
Eventually you will get other opportunities to kill different bears.

I think that if you skinned him once before you cannot skin him again. Just a guess.

Then visit the cave under the wooden guard tower. That bear also respawns.
