Sorry.
If you have tried all the trouble shooting steps I list, then I do not know what more to do.
Your last hope is to send in an email request for support.
What is the email address for that again?
That can be found in the pinned post "Steel Ocean Links" but here it is:
steeloceangm@cyou-inc.com
Yea, I've checked and it is still an allowed app.
I was playing over vacation, would leave it on in the "port" and come play off and on throughout the day while I did some stuff around the house. Came back after a couple hour break and it had crashed. Haven't been able to reconnect since. That's why I was wondering if my ISP blocked the app on their end? Maybe I was eating up too much bandwidth just idling in Port? ;)
No one else has experienced this??
Also no reply yet from bug report.
Sorry but you are past anything I can help you with.
Hey Punkchef, everything should be in harmony...but in the spirit of turing over every rock.

I even tried to track down if some WIN or driver update occured about the time of the issue. Nothing I can find. It just worked.....then didn't.
Rebooted PC, gave it time to synch happily before launching Steam (nothing outside of virus pro launches automatically on my PC) then tried SO again - which is now running.
I wonder if Steam retains something akin to TSRs when it has its own problems which then adversly impact on SO. Hope it helps.
Takeda...glad you have a solution! My reinstall of steam didn't resolve similarly to yours.
