Report a translation problem
The PS4 Controller not working on PC is more of an Issue with Windows then the Game itself, so we can't get it work with the game without the program (DualShock is its name). I remember hearing about Windows being updated to support it but can't remember any other details.
If you perfer D-Pad controls, go for PS4
If you perfer Joy controls, go for X360
Xbox One's controller isn't very comfertable, but the X360 controller is awesome
PS4's controller is very nice to hold, and the PS3's isn't. (Also, the PS3's Triggers are terrible.)
It's just depends on what you perfer, really.

You need certain software to operate PS3 and PS3 controllers on Windows.
Try out DS4 Windows. (I've used it before and it runs well.)

By far the nicest to use with its ergonomics, touchpad and rumble effects is the PS4 controller which also has an in-built speaker for games that support it (unlikely on PC that any will) but as others have said, you'll likely need to run software to make it properly compatible. The XBox 360 wired controller is also superb to use and has the big and important bonus of having universal game support straight out of the box (unlike the PS4 controller) so I personally would opt for the XBox 360 wired controller. The Steam Controller I received as a gift but unfortunately I really cannot get along with it. It's too big for my hands and the thumb sticks/pad push the A,B,X,Y buttons to an extreme position that is uncomfortable to reach (it also has no proper rumble feedback) - BUT the Steam Controller is the best one for playing RTS games on the couch. It's a "Marmite" option - people either love or hate the Steam Controller.
If you're an avid gamer, you're likely to end up with more than one ultimately, but for the most universally supported controller, the XBox 360 wired pad is still king.
But the two aren't at all the same feeling. A good idea would be to test the feeling of both if you can.
+ You can use the DS4 wirelessly but you need bluetooth, as the XBox One has a dongle (and therefore is, if I remember correctly, more expensive)
Finally, i got some problems with my DS4 (nothing's perfect). The battery life is to short for me, even with lights out ; and the range of the bluetooth on PC is horrible. And I got an very good wifi5.0/Bluetooth card with antenna..
