If you want to understand the backstories of the less important characters you shouldn't skip Calamity Trigger.
But yea the game has a little "what happened in small words"
It contains 'Calamity Trigger Reconstruction" which is a condensend to a movie bersion of the original games plot.
Anime was a disaster, especially when they decided to cramp all CT story into two episodes.
No, not really. If he wants to know proper backstory of anyone else than the main guys from CT then he might be pretty lost starting from CS.

Hakumen has no proper build up or explanation to him as CS assumes you already know his stuff from CT. Some relationships like Tao, Bang and Carl come out of nowhere, Nu-13 has no proper character established that allows us to understand her point of view. There is stuff missing if you skip CT.
