1.Get a possessed scythe or secondary weapon.(They are random drops or you can buy them from Vulgrim with enough boatman coins. But in my opinion Possessed weapons from Vulgrim sucks since it can sometimes give you the weapons with the stats you don't like)
2.Buy 2 Legacy Artifacts from Vulgrim which cost 50000 coins(25000x2).
3.Save the game.
4.Start feeding your weapon with those 2 artifacts and you will get random boosts to your weapon like lifesteal, wrathsteal, health, wrath, strength and so on.Even the reaper enegery regen.(Sorry I forgot to mention that you will only get one stat from this so if you want both life and wrath steal you need 4 artifacts which is 100000 coins)
5.If you don't satisifed with the stats you get, simply quit the game.(not to desktop)
6.Load the save, continue and keep feeding the weapon untill you get what you want.
Note : The life steal and wrath steal percentages are pretty low at the early game that you will get around 7-12%.Now you are level 16 so I think it will be around 17%.Hope my trick helps you.
And I think you can do the same save and quit method with Vulgrim.I mean when you get enough boatman coin and coins to buy possessed weapon from him save the game, buy the weapon and if you don't like the weapon you get, quit the game.Load the save and buy again.I haven't tried this yet.
The level cap for the first playthrough is 22, so if you're doing everything, you should start seeing them toward the end.
Item drops from enemies are set to the enemies' level; drops from chests are at Death's level.
Can confirm, that's how I got mine. I have a Possessed Scythe set with both a Health bonus and Health Steal that, using the 'drop' method, have maxed out.
You'll know when you've reached the limit, though, because you'll start getting 'Invalid ID' popping up.
