Remember also that both Death and War died at the end of the respective games; Uriel happened to break the Seal right next to War's body, so he was "summoned" right where he lied, but the others arrived from wherever they were - and for Death, that means he got resurrected and called back from the Well of Souls. Cheapens his final "sacrifice" a tiny bit, huh...
(~edit: now that I think about it, that means there's a high chance Fury will also die at the end of DS3)
And I fail to see what killing the Watcher has to do with anything. When War kills him, the final Seal has already been broken, meaning the Council doesn't have ANY power on any of the Horsemen anymore.
btw, I play with beta patch and with dmg indicators off (it might crash otherwise)
