There should be a "beta" tab, go there.
Select "publicbeta - Update Test Branch" in the drop-down menu.
To opt out of the beta (no real reason to do so, but you asked), repeat those steps but select "NONE" in the beta tab instead.
But yes, it's safe to install the patch, go through that cutscene, then uninstall it. You can also just install the beta patch now if you want (it has a bunch of additional fixes over the release build, with the caveat that it may negatively impact performance—but there's no harm in trying it out for a bit).
