Well the mask he wears inside the house is bigger and doesn't show any hair or other area of the head while he wears it, only the neck is visible. However, the mask he wears outside, at the party, is different, the overall size of the mask is smaller the snout is shorter and it doesn't cover the entire head, leaving the hair exposed.
Then we have to compare them both to the foxy plush. The one he wears inside the house is disproportionately bigger compared to the plush, and it's also darker. It's definitely not the head of the plush. The one he wears at the party is smaller and the same colour as the foxy plush, but it doesn't cover the entire head which means it's specifically designed to act as a mask and they can breathe and see through it just fine. That doesn't seem like the kind of thing one would be able to do if they ripped off a plushie head and glued it to their faces.
The other plushies in the room look nothing like the masks the other bullies are wearing, which hints that they are not meant to be torn apart and used as masks, the plushies are just meant to be cuddly plushies.
Unless someone can convince me otherwise, I don't think either of the masks is the foxy plush head.
And now let's go back to FNAF 3:
There we have it. There were foxy cosplays back in the day when FNAF 4 existed and the huge mask the brother wears inside the house is a specific mask made for cosplaying. It's big and scary like the one decorating the walls of FNAF 3, although they probably have the original and the bully brother had the cosplay one.
So that'd be it, the foxy head inside the house is probably a piece of exclusive collection, an almost life-like representation of the Foxy animatronic they have at Freddy Fazbear's Pizza, that's why it scares the child. If it was his brother wearing a plastic mask like the one he wears at the party he wouldn't be so scared and traumatized after each episode. And then we have a missing foxy-plush head. Which the brother might have ripped off just for fun.
I don't know. What do you guys think?
