I have Win10 and I could select it if I wanted, but my screen's not that big. There must be some other problem.

If you can't select higher resolutions in the game try this fix (found on the original game forum)

I have tried selecting it in full-screen and windowed mode. Is this something that needs to be fixed, or a limitation of the game?

EDIT:

To fix DPI scaling issues,

1. Locate the .exe file in \steamapps\common\Ori (default location is C:\Program Files\Steam\steamapps\common)
2. Right click and select properties in the drop down menu
3. Select the "compatibility" tab
4. Check disable display scaling on high DPI setting.
5. Click Ok, and you're all set!

I just downloaded this game and I couldn't locate the compatibility tab as steam uses a different file extension to launch the game. This will fix your issues.
1. Go to the search bar on windows desktop. Type run programs made for previous version of Windows. Select available option.
2. Run troubleshooter and select not listed. Browse to extension in Steam library/common/Ori de on whichever drive you have it installed. Select next.
3. Select troubleshoot program. Select "the program opens but doesn't display correctly". Select " program does not display properly when large scale font settings are selected".
4. Test the changes made and you should see that you can adjust resolution. Save setting for this application.
Hope this helps.

If you can't change your resolution after making the changes described above. The game resolution will be the same as your set desktop resolution.
