Typically they are the most powerful ability a god has. With a few exceptions like Artio, Hel, and other Stance Switchers (who have their ultimate replaced with the Change Stance ability).
I generally play Da ji and the 4th is either just an escape or to kill a run away that has just pixels left. So anouncining it would not work.
Then again Percephone has that cage. I suppose it would be good to let people know mine is ready. But I just tend to cage an enemy up when others are around an hope they take advantage of the situation.

It's useful to know as it allows kills to be setup for the most part. Other ultimates might help save a teammate, allowing for a little recklessness. Khepri can revive somebody, and Aphrodite can provide a brief invulnerability + CC immunity to the ally she is connected to.
Another way to tell is to look at the Gods Icons that are at the top left by default. The little Blue Diamond shape that fills up next to them shows how long until that players ultimate is ready.
Other people saying it's ready basically means they are ready to set up, or follow up with their ultimate. Which allows for more coordination and communication. Very useful at higher skill levels. At your own, since you're new, players might not care, notice, or even know enough about the different Gods yet.
