Have you tried restarting Steam, then running Steam as Admin (right-click on Steam), and then Verifying the Integrity of the Game Cache Files by right-clicking on Smite in Steam and going to Properties and the Files tab?
You could also try right clicking on Smite in Steam (again, while running as Admin as above), then Properties and the Files tab again, but this time try Redist > InstallHirezService.exe. It will probably ask you to uninstall and reinstall HiRez service again, which will take longer than the verification, but this should hopefully fix it if the verification step didn't.
