As for arena, he doesn't do too bad, just hard to fill your stacks because other people tend to build them as well. Also with arena being more open, oppoents have an easier time fleeing out of your ult, reducing the damage you can do.
I haven't really tried him in any other gametype, I assume he'd do well in Siege because of the laning, so you will have to try those for yourself.
Build him damage is fine, like any mage is strength is from damage. Try to fit in a Warlocks Sash early in the match, he is naturally a bit beefier that other mages so Warlocks helps capitilize on that and mitigates how scary incomming poke will seem.
According to the link you were right and locet is wrong. The notes on his ult state that his bag demons do not affect his ult in any way. Its a set dmg.
Either way he is a fun mage to play and he can be quite hard to kill compared to other squishy ones!
