Also, you didn't read his passive correctly, the double damage only applies to Ymir's basics, not his abilities.
and his ulti is pretty easy to hit with, you cast Q and then R the frozen enemies, unless they have beans, will remain in the large AOE of the ulti, i easly had double and tripple kill with it.
I assume you have pretty low MMR if people can't get out of Ymir ult and don't pick up their yellow buff, in which case a lot of stuff may seem OP to you simply due to your lack of knowledge of the game. That'll change with experience, so just enjoy the game and keep learning.
Just looking at pure damage numbers gives you 10% of the story. To compare Ra and Ymir as you did: Ra is faster, can do damage on all of his abilities, and 3 out of 4 of those abilities are ranged; meanwhile Ymir is slow, his 1 does no damage, his 3 does a little damage, so yeah, his 2 and 4 can do lots of damage, but don't have amazing range and can easily be dodged. That's the difference between a Mage and a Guardian: a Mage has damage projection and can take the fight to the enemy, a Guardian pretty much has to let the fight come to him and put himself in the enemy's path.
Ra would be OP if he did too much damage with range like that, whereas Ymir is not OP because his damage is meant to punish enemies that decide to get too close, either because they think it is worthwhile for the objective they are after or because they are stupid/made a mistake. You have to take the whole game into perspective rather than just comparing numbers on a screen out of context. And movement, positioning, range, objectives, and teamwork are all major factors that outweigh pure damage numbers in most cases.

Why do people say "adc shreds late game" as a counter? you do realise all ADCs that build the oh so typical crit build will shred everything and anyone, regardless of set up. Hades is shredded by ADCs, Khepri is shredded by ADCs. ADC late game is meant to shred, its what they do.
On par with saying Ares ult is useless because you can beads it...

The original poster has no idea what he is talking about as he blatantly misinterprets Ymir's passive.
Also, anyone that thinks Ra is OP is also insane. Ra is a very average god and hasn't had a niche in any meta since I started playing last October. You will never see him banned in ranked as the only thing he does particularly well is push lanes, but when he does he is easily picked off. His ult has great CDR potential but is hard to hit. Blech.

Not forgotten, it's just really bad and a complete waste of an item slot.
It's a luxury item for late game supports. I would hardly say +60 Magical Power and +50 Physical Protections with a sweet passive is "really bad."
Just because something isn't used often does not mean it doesn't have a place. Do your research.
