Mercury is an AA based god so silence him is somehow useless.. the best way to take down mercury is to stun him
So yeah, I'd suggest Witchblade as your best defensive item to counter Mercury, then Shield of the Underworld if you really just need an active to survive Mercury only, otherwise I'd go with Enfeebling Curse instead as it will also work for chasing/escaping other gods, and Hide of the Nemean Lion is another option, but it isn't going to help you survive that well so much (unless you're a tank) as just make Mercury take some more damage trying to hit you.
A last option is just to go with Mail of Renewal so that he can't just easily come in after a teamfight and clear you out while you're at low health, since if you can help kill some of his teammates you'll get some health back and won't be super vulnerable.
Since all Mercury players will have crit. Nemean is strong true but Midguardian is stronger. Since Mercury relies on his 2 for a short amount of burst damage to shred tanks, slowing that down is your best bet. Also look for when any Mercury player uses Special Delivery. The cool down on his 3 is actually a really damn long time, a lot longer than most people think. Attack speed slows and damage reflect is good but one good note to remember is Mercury (like most assassins) are very prone to heavy CC. If you focus your CC on him first, he'll go down like a lamp :3
The two best counters to a Mercury-- well, keep in mind that he's squishy as hell, like most of the other assassins. CC him and burst him to death (or just burst him to death) or, like the rest have said, slow him down. A regular Merc's early-game power comes from speed (Sprint + boots is basically a brief, reusable red potion) so taking that away in the first seven minutes or so will not only leave him absurdly vulnerable to anyone with any burst whatsoever, but make him more-or-less powerless to fight back or escape, as his only reliable escape - his ult - takes a few seconds to charge and his dash can be blocked with ease. That applies to his late-game, too, but usually by then he can just walk in the opposite direction and you'll lose him after a minute or two, or alternatively two-shot you, which is much more helpful (and easier).
If you are equal you can try to burst him down with all you got while running around in your 3, but its not a good idea to box with him just like with ranged adc's.
